Illinois Department of Transportation projects are typically implemented in three phases.

Phase I encompasses the engineering and environmental studies for the proposed improvement. This phase analyzes existing and future conditions which define improvement needs called the Purpose and Need, develops and evaluates improvement alternatives, and concludes with the selection of a preferred alternative. The phase includes several different opportunities for those interested to express views, gather study information, and ask questions regarding the study process and improvements.

Phase II is the design and land acquisition stage. Construction plans for the preferred alternative are developed and necessary right of way is acquired is necessary.  

Phase III is the most visible phase to the public and involves the actual construction of the improvements.
